A payments headline out of Beijing this morning. Visa was up around 1–2% in early pre-market.

What happened:
- The People's Bank of China issued licensing decisions letting three firms start preparatory work for domestic bank-card clearing: Visa's wholly foreign-owned Beijing unit, Mastercard NetsUnion (Mastercard's China JV), and Connectivity (Hangzhou), American Express's China JV.
- This is a green light to prepare, not to operate. They get one year to finish preparations, then they have to apply to open. A clearing licence needs both PBOC and NFRA approval before any yuan transactions are processed.
- Visa has spent years trying to get here, so the headline matters for sentiment. The revenue impact is a long way out.

For scalpers:
- V is a low-beta mega-cap, so the gap may not hold once the bank prints and the CPI build-up take over the tape. I'd treat it as a pre-market sentiment move unless volume confirms after the open.
- Watch MA and AXP for sympathy. Both JVs are named, so it isn't only a Visa story.
- Payments also tend to trade with the big-bank tape today. If JPM/C come in heavy, V/MA could give back the China pop.

Anyone playing V/MA on the gap, or is this a "nice headline, nothing intraday" story? And would you fade it if the banks drag financials lower?
