Morgan Stanley's Michael Cyprys took CBOE straight from Underweight to Overweight this morning and lifted the target to $358 from $258. A two-notch move on an exchange name is rare, so this is likely to show up on the opening tape.
The reasoning, as reported:
- The S&P Dow Jones Indices license extension (signed late September, now running to 31 Dec 2051) removes what MS saw as the main overhang. That license covers exclusive SPX options listing in the US, which is the core of Cboe's derivatives franchise.
- Options volume growth has been more durable than they had expected.
- They think fears about perpetual futures eating into listed derivatives are overdone.
- Company-specific KPI prediction markets are upside that isn't in estimates yet.
One detail from Cboe's own filing to keep in mind: royalty terms reset on a per-contract basis from 1 Jan 2027. 2026 terms are unchanged, and Cboe calls the 2027 impact "de minimis". It will give more specific 2027 revenue guidance with Q4 results in February. So the bull case is longevity, not a cheaper license.
For the open:
- CBOE isn't a typical gapper. If it opens up a few percent on a double upgrade, watch whether the first pullback gets bought or the stock drifts back into the range. Exchange names often fade analyst gaps once the early buyers are done.
- Read-through to CME, ICE and NDAQ is usually small, and I wouldn't trade it on its own.
- Options volumes are high with the macro tape this jumpy (oil, 24-year-high yields, the AI repricing). That is the fundamental support behind the call.

Does anyone trade exchange names around upgrades, or are they too slow for scalping? And does the 2027 royalty reset worry you, or is "de minimis" credible?
